When talking to peole who aren't Christians about making a decision for Christ invarably the subject will come up and the question in the title will be asked. I think by some it might be just a diversionery tactic to take the focus off of them.
The truth is they are covered. They will be judged by what they have in knowledge of God through His creation. Romans 1:16-20 covers them. But if you reject the invitation of God through His Son, then you have refused God's offer and unless you change your mind before you die, you will not go to Heaven to be with God's people. That doesn't mean I am cruel or hate the lost but it is just what the Bible says and I am just telling you because I don't want anyone to go to Hell.
Christians do not hate people who sin but only the sin that has got them controlled.
Romans 1:16-20
16 For I am not ashamed of the gospel, because it is the power of God that brings salvation to everyone who believes: first to the Jew, then to the Gentile. 17 For in the gospel the righteousness of God is revealed—a righteousness that is by faith from first to last,[a] just as it is written: “The righteous will live by faith.” 18 The wrath of God is being revealed from heaven against all the godlessness and wickedness of people, who suppress the truth by their wickedness, 19 since what may be known about God is plain to them, because God has made it plain to them. 20 For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that people are without excuse.
